No. Well, it is a neccesity to make a good cartoon, but it doesn’t guarantee it.
When watching most cartoons, you don’t think in terms of fictional and non-fictional.
For example, I’m not thinking about pokémon being fictional when I’m watching it, but I do know it’s horrible.

Wall*E and Chicken Run had much the same effect, the latter so much that at the end someone in the audience (not one of our group of Wallace and Gromit fans) said, “I can’t believe I’m applauding for a clamation chicken!”
Computer generated doesn’t equal Cartoon!!!! It needs a new term.

This was a great movie but bad caption.
