Lady Gaga often dresses unusually. As others have noted, this is one of her more normal outfits. She manages a production team, “Haus of Gaga” that design and build (or for the ones made of cloth, sew) her outfits, do her hair, and design and build the stage props. The cup and saucer are part of the performance art.
She pays people, to make her look interesting enough, to get her pictures posted here, and everywhere else on the web.
There is nothing wrong with that, as long as the pictures are sufficiently funny to rate being posted here.
